Ensure local repository is in `/etc/pacman.conf`, using the `file://` format.

Ensure GPG keys for signing packages & repositories have been created,

and exist in pacman's keyring.

Copy aurutils configuration to the global directory.

Create a `systemd-nspawn` instance for aurbuild.
